2027: Bourdex Questions ₦14.28bn Abia North Constituency Allocations Under Orji Kalu
Industrialist, telecom pioneer, and Labour Party senatorial candidate for Abia North, Chief Dr. David Ogba Onuoha Bourdex (OFR, OON), has delivered a blistering, mathematically backed assessment of the incumbent Senator representing Abia North, Orji Uzor Kalu.
Appearing live on the flagship political radio and online broadcast program, BOURDEX HOUR, the Labour Party chieftain addressed recent political developments in the district, including protests by Ohafia youth groups against the incumbent’s third-term ambition, followed by rapid “reconciliation tours” characterized by cash distributions to communities.
Responding to queries regarding crowd gatherings and the disbursement of cash across various local government areas, Bourdex dismantled what he described as “political optical illusions,” urging the electorate to look past immediate cash inducements and demand accountability for billions in federal allocations meant for Abia North.
“Well, Wisdom, that is the heart of the matter,” Bourdex began. “Let us stop pretending we do not understand the country we live in. There is hunger in the land. People are struggling. A politician arrives in a community with money and people gather. Of course, they will gather. And frankly, I do not blame them. If ₦400,000 is brought into your community, why should anybody leave money on the table? But where I disagree is when people take that gathering and present it as proof of overwhelming political love.”
The Financial Breakdown: ₦41.2M vs. ₦14.28B
Doing a live breakdown of the figures, Bourdex highlighted the disparity between publicity-driven handouts and actual public fund appropriations:
The Cash Handouts: At ₦400,000 distributed across the 57 INEC wards, the sum equals ₦22.8 million. Expanded across all 103 ABSIEC electoral wards in Abia North, the total cash handed out equals ₦41.2 million.
The Annual Benchmark: In 2021 alone, published Zonal Intervention Project (ZIP) schedules credited Abia North with approximately ₦1.616 billion in constituency projects, including four road contracts valued at ₦240 million each, alongside school rehabilitations, boreholes, and equipment.
The 8-Year Cumulative Total: Extrapolating the ₦1.616 billion benchmark across the incumbent’s eight-year legislative tenure (2019–2026) yields approximately ₦12.928 billion. When combined with ₦960 million allocated for four major road projects and ₦398.8 million released for three additional road corridors, the total federal resources channelled through constituency appropriations reaches a staggering ₦14.286 billion.
“So that means the ₦41.2 million he gave them across 103 ABSIEC wards is only 2.5% of ₦1.616 billion published for 2021 intervention projects alone—just one single year!” Bourdex declared.
“He is sitting on ₦14.286 billion of federal allocations, gallivanting across Abia North, sharing ₦41.2 million while his uninformed supporters cheer him on for crumbs. The question is not how much was handed out at those rallies. The question is what happened to the billions appropriated for our communities over the years.”
Challenged on whether verifiable records exist to substantiate these figures, Bourdex pointed directly to official oversight mechanisms, including reports from the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and civil society tracking organizations like Tracka, which have documented execution defects and uncompleted projects across the district.
Turning to the political atmosphere, the Labour Party candidate advised the electorate not to mistake organized crowds or traditional courtesy visits for genuine electoral support, emphasizing that traditional rulers welcome all public figures out of cultural hospitality.
“A traditional ruler receiving a senator is not automatically an endorsement. A community welcoming a public figure is not an endorsement. A hungry person attending a gathering where cash is shared is reacting to poverty. You could even see the fights that broke out over the sharing of the ₦400,000 at every stop,” he noted.
“A crowd is not a ballot box. The ballot box will speak at the appropriate time. But I also find something curious: if a leader is overwhelmingly loved, why does every political movement around him require such heavy, aggressive protective measures? When a leader is surrounded so tightly that ordinary citizens cannot get near him, you must question that narrative. I see a man who is desperate.”
