The world over, legislation is always adjudged as an academic exercise not just because of the intricacies of law making but because representation requires a very high quotient of intellectual capacity to first articulate and communicate complicated needs of a people to a global Audience.

Recently in Nigeria, because of the failures of the Executive in the provision of infrastructure, some of the burden shifts to the legislators who ordinarily should identify the infrastructural needs and enlist them for the executives to execute.
