Understanding the Word “Chicanery”

‘Chicanery’ (noun) is the use of trickery, deception or clever but misleading argument to gain an advantage or to escape responsibility. It comes from the French word *chicane*, which originally described quibbling and legal sleight of hand. Its close relatives are subterfuge, sophistry, double-dealing and artful evasion.

Chicanery is not always loud or violent. It often hides in polished language: a promise made but never tracked, a question answered with a counter-accusation, a grievance dismissed as the work of mischief makers. It is the art of appearing accountable while avoiding accountability. This is the sense in which the word is used here. It is the contention of critics, and the people are invited to weigh the facts below for themselves.

A Mandate Born of Hope

When the people of Ikwuano, Umuahia North and Umuahia South went to the polls in 2023, they handed over their hopes along with their votes. Hon. Obi Aguocha was elected on the wave of the Labour Party surge that swept the South East, and many believed they were voting for accountability and meaningful representation. Three years on, constituents are asking a simple question: where is the evidence?

The Question of Constituency Projects

Representation is measured by what reaches the people, not by press statements. One commentary, citing Budgit, notes that budgetary insertions for the constituency in 2024 alone exceeded six billion naira, excluding zonal intervention funds. Citizens are entitled to a breakdown of projects facilitated, scholarships awarded, jobs created and infrastructure attracted. That detailed accounting has yet to be made plain to the ordinary man in Ohuhu, Ikwuano or Umuahia.

The lawmaker did pledge openness. He promised to be transparent in executing his 2024 constituency project and to distribute rice and fertiliser palliatives across the 32 wards. But a pledge is not a report card. Transparency is proven by publishing project lists, locations, costs and contractors, so that any villager can walk to a site and see it.

Deflection in Place of Accountability

When concerns were raised, the response was a quarrel rather than a scorecard. In 2024, as a protest was planned over alleged lack of projects and accountability, Mr. Aguocha said the protest was meant to discredit him and questioned the business of Niger Delta youths in the affairs of the constituency. Dismissing a grievance as sponsored mischief may be convenient, yet it answers none of the questions asked. A representative confident in his record would simply publish it.

The same pattern appears in the political arena. He has found time to criticise the Deputy Speaker’s remarks about Abia’s political future, while erosion continues to threaten communities across the constituency.

A Call to Debate Ignored

Chinedum Orji, who contested the seat against Mr. Aguocha in 2023, accused him of poor representation at the National Assembly and challenged him to a public debate, moderated by anyone of his choosing, to account for his stewardship. Whatever one thinks of the rivalry, the challenge is fair. Accountability is not an attack; it is the price of public office.

Aspirants are asking too. At his declaration, Sir Mark Ugorji asked where the incumbent’s constituency projects are being implemented. When even those seeking the seat must ask, the electorate is right to ask as well.

What the People Deserve

The charge of chicanery rests not on a single act but on a pattern: grand promises, thin disclosure and quick deflection whenever scrutiny arrives. Our people deserve regular performance reports, published project registers, ward-level town halls, and a representative who answers questions rather than dodging them.

As 2027 approaches, the people of Ikwuano/Umuahia must weigh the record against the rhetoric. A mandate is a trust, and trust is proven by results that can be seen, touched and verified.
