Reps Pass Bill for Federal Medical Centre in Ikwuano as Aguocha Pushes Education, Health Reforms
The House of Representatives has passed a bill seeking to establish a Federal Medical Centre in Ikwuano, Abia State, sponsored by the member representing Ikwuano/Umuahia Federal Constituency, Obi Aguocha.

The proposed legislation is now before the Senate for concurrence before it can be transmitted for presidential assent.
The bill is part of a broader legislative effort by Aguocha aimed at strengthening both healthcare and education infrastructure in Abia State. It complements another bill co-sponsored by the lawmaker, which seeks to convert the Michael Okpara University of Agriculture into a conventional federal university.
If approved, the conversion would enable the institution to expand its academic offerings to include professional courses such as Medicine, Law, and Nursing. This development is also expected to address the long-standing absence of a federal university in Abia State, while increasing access to higher education for residents.
Under the proposed framework, the existing Federal Medical Centre would be upgraded to a teaching hospital to serve the university’s medical college once the transition is completed. The new Federal Medical Centre in Ikwuano would then assume the responsibilities of providing general healthcare services to the public.
Speaking to journalists during the Labour Party National Convention, Aguocha emphasised the urgent need to improve healthcare access in rural communities within his constituency.
“It breaks my heart to see what Ndi Ikwuano pass through to access proper medical care,” he said.
“You can imagine what the people around Ariam and the borders with Akwa Ibom endure. With this, we would have permanently addressed the healthcare needs within that axis.”
He described the dual legislative efforts as strategic and mutually reinforcing. “It is like using one stone to kill two birds. Once Michael Okpara becomes a conventional federal university and begins to offer courses like Medicine, Law, and Nursing, it’s a win-win for every Abian,” he stated.
Aguocha added that the initiatives would not only expand enrollment capacity but also provide more affordable and accessible education opportunities within the state.
Highlighting his broader development agenda, the lawmaker pointed to ongoing scholarship schemes, medical assistance programs, and housing initiatives for indigent widows as part of his commitment to grassroots empowerment.
“If I can achieve all that, I will be a fulfilled man,” he said, contrasting his approach with what he described as less impactful empowerment strategies.
The bills, if fully enacted, are expected to reshape the healthcare and educational landscape in Abia State.
