Abaribe Alleges 2025 Capital Budget Not Implemented, Queries ‘Missing’ Federal Funds
The Senator representing Abia South, Enyinnaya Abaribe, has alleged that Nigeria’s 2025 capital budget was not implemented, claiming that lawmakers were asked to roll over 70 per cent of the budget into the 2026 fiscal year.

“In 2025, there was no implementation of Nigeria’s capital budget. We were told to roll over 70% of the budget into the 2026 budget, while they would present the remaining 30% before last Wednesday. This is the reason the National Assembly has not resumed.
“We told them that we will not pass the 2026 budget, which contains 70% of the 2025 budget, until we review the previous budget. Many Federal Government contractors who used their houses as collateral to obtain loans for infrastructure projects have not been paid since 2024.
“All we are asking is: where did all that money go? Nigerians should ask that question. All the money the Federal Government has collected, including taxes, where is it?”

The lawmaker who spoke during the launch of the Membership Mobilisation Registration and Revalidation (MMRR) at the Kolping Society in Umuahia, Abia State, on Saturday, stated that members of the opposition in the National Assembly fought to stop what he described as “evil” being perpetrated by the All Progressives Congress (APC) in the newly passed Electoral Act 2026, noting that while the public largely focused on the debate over electronic transmission of results, other critical provisions were at stake.
“We fought to stop the evil being perpetrated by the All Progressives Congress (APC) on the Electoral Act. What people saw was the struggle for the electronic transmission of results, but there were other critical provisions,” he said.
He emphasised that the Electoral Act stipulates that every political party must submit its party register 21 days before its primaries and forward its register and list of candidates at least 120 days before a general election.
With the presidential election scheduled for January 16, and the governorship for February 2, 2027, Abaribe stressed that political parties must act swiftly to comply with the law.
“Every political party must take its membership register, fill it properly, and get to work,” he said. “There is no time to lose. We must not be caught unprepared.”
He urged party leaders at the ward level not to keep membership cards at home but to convene meetings, register members, and distribute the cards without delay. He added that all registration activities should be concluded between now and mid-April to avoid last-minute challenges.
“It is better that between now and mid-April we round up the party registration. We must not be taken by surprise,” he cautioned.
